Higher Education Housing Partners, Inc. (HEHP) is a nonprofit organization created to acquire, develop, and reposition student housing and university-adjacent real estate in partnership with colleges, universities, developers, lenders, and investors. The organization was formed to provide flexible ownership and financing structures that allow projects to move forward in situations where traditional approaches may not be the best fit.
HEHP is intended to serve as a long-term partner, with a focus on project stability, responsible financing, and alignment with the strategic goals of the institution. Projects may involve new development, acquisition of existing housing, recapitalizations, or ownership transitions where a nonprofit structure can provide advantages in financing, governance, or long-term planning.
MISSION
Higher Education Housing Partners, Inc. was formed to support public and private nonprofit institutions of higher education through the development, acquisition, financing, and ownership of student housing and related facilities that are integral to the educational mission of the institution.
HEHP’s mission is to advance projects using flexible nonprofit ownership and financing structures while taking into account the broader financial, operational, and strategic condition of the institution, with the goal of promoting long-term stability and sustainability.
wHY HEHP WAS FORMED
Allan Mark formed Higher Education Housing Partners, Inc. after more than twenty years of experience in higher education finance and administration, including senior leadership roles as a chief financial officer and consultant to colleges, universities, and real estate developers. In addition to real estate and capital planning work, his career experience has included institutional renewal efforts at institutions undergoing financial or operational transition, including academic prioritization, staffing and capacity analysis, liquidity planning, and related strategic initiatives.
This experience led to the formation of HEHP as a nonprofit platform designed to evaluate housing opportunities not only as real estate transactions, but as part of a broader effort to support institutional stability, enrollment strength, and long-term sustainability.

Higher Education Housing Partners was formed to combine this experience with a network of professionals capable of supporting not only the development and financing of housing projects, but also broader institutional planning and renewal efforts when appropriate. This approach allows projects to be structured in a manner that supports enrollment strength, financial sustainability, and long-term institutional success.
